Legal rules are part of social life and security and control activities are necessary to guarantee rights, but when these are extrapolated, undue power may be exercised over another individual - being more serious when exercised by public agents. This article seeks to analyze the so-called small power syndrome and its consequences, as well as to identify issues that may affect public security and the bureaucratic structure of the State itself. Therefore, a bibliographic review is carried out that discusses the formation of the modern State and the police as its representative, concepts of power and violence and possible explanations for the exercise of undue power. It is important to maintain the social debate on civil rights and the adequate training of professionals who exercise functions with some authority.
