Abstract

This article aims to demonstrate the necessity of a deep cooperation with the government to guarantee the human rights as well the eff orts for those who breaks the international protection. Analyzes the utilizations of the power from the States and the limitations. Th is cooperation happens with the European Union – EU, from UN on the american continent.
